The Ministry of Education is the highest authority concerning education in China . Responsibilities comprise policy guidance on all education related matters at the macro-level and drafting of relevant laws and regulations. The Ministry of Education is the over-riding partner of the Hanns Seidel Foundation within its development cooperation in the education sector in China .

Areas of cooperation are the promotion of reforms in elementary, primary, secondary and tertiary education with main emphasis on vocational education through policy dialogue, consulting and the implementation of model and pilot projects.

Activities are implemented as follows:

•  Advise of Ministry of Education and local education commissions on aspects of general and vocational education

•  Conceptual development and testing of education related model and pilot projects

•  Promotion of education in less developed areas

•  Education policy symposia and workshops
