Commencement of the Education Policy Dialogue

 

1979

The Bavarian Minister of State for Labor and Social Issues and Chairman of the Hanns Seidel

Foundation, Mr. Dr. Fritz Pirkl, establishes ties with the People's Republic of China through

the Chinese People's Association for Friendship with Foreign Countries

 

1980

Commencement of the education policy dialogue between the State Education Commission of

China (predecessor of the Ministry of Education of the People's Republic of China) and the

Free State of Bavaria

 

The State Education Commission of China, represented by Vice Minister Mr. Li Tao, and the

Hanns Seidel Foundation, represented by Mr. Dr. Rainer Gepperth, Head of the Institute of

International Contact and Cooperation, sign a Memorandum of Understanding on the cooperation

in the field of education

 

Official establishment of the relations with the Chinese People's Association for Friendship

with Foreign Countries

 

1981

Decision makers of the State Education Commission investigate the education system in Germany

during a several-month study visit to Germany

 

Set up of an international scholarship program for Chinese scientists and post graduates in

collaboration with the State Education Commission

 

 

Set Up and Development of Model Projects

 

1983 

The first cooperation agreement on building up model projects in the PR China is signed

by Dr. Fritz Pirkl, Chairman of Hanns Seidel Foundation, and Mr. Zhang Wensong,

Vice Chairman of the State Education Commission

 

Establishment of a Vocational Training Center for skilled workers and technicians in Nanjing

(Jiangsu province); training focuses on basic construction trades; and establishment of

a Teacher Training Center that provides post and advancement qualifications for teachers

from primary and secondary schools in Shanghai

 

1984

Establishment of a Management Training Center that provides training for corporate and

administrative service managers in Hangzhou (Zhejiang province)

 

Building up of a Language Training Center at the Beijing University offering courses in

„German as a Foreign Language“(project transfer in 1994)

 

1985

Establishment of a Vocational Training Center in Shanghai in collaboration with the Shanghai

Instrumentation & Electronics Holding Group Company and the Education Commission

Shanghai; training focuses on electrical, metal and automotive trades

 

Building up of a Vocational Training Center in Shiyan (Hubei province) in collaboration with

the Dongfeng Motor Corporation; training focuses on metal and electro-technical trades

 

1988

Establishment of the Teacher Training Center Zhejiang in Hangzhou in collaboration with the

Education Commission of Zhejiang province

 

Establishment of the National Academy for Brewing Technology in Wuhan (Hubei province),

the first of its kind in China, in collaboration with the State Education Commission of the PR

China, the Ministry of Light Industry, the government of Hubei province and the Bavarian

State Ministry of Economy plus the Hanns Seidel Foundation on the German side; training is

offered for brewers and malters

 

Building up of a Vocational Training Center in Changchun, Jilin province (project transfer in

1993) and in Changsha, Hubei province (project transfer in 1996)

 

1989

Establishment of a Vocational Training Center in Nanjing, Jiangsu province, in collaboration

with the Yuejin Automobile Corporation; training focuses on electrical and metal trades

 

1990

Establishment of a Vocational Training Center and Teacher Training Center in Pingdu and

Cuizhao (Teaching Test Farm), Shandong province, in collaboration with the Education

Commission Qingdao; training focuses on agricultural and technical trades in rural areas

 

Establishment of a Vocational Training Center in Weifang, Shandong province in collaboration

with the Diesel Motor Works Weifang; training focuses on metal, electrical and automotive trades

 

Development and implementation of a rural development and land consolidation program in

the village community Nanzhanglou, Shandong province, in collaboration with the village and

county administration, the Bavarian State Ministry of Agriculture and Forestry and the Hanns

Seidel Foundation

 

Within the cooperation in science between the Free State of Bavaria and the Shandong

province the Hanns Seidel Foundation and the Qingdao University enter into a partnership: an

institute for German Studies is set up that offers the Bachelor degree program “German as

Foreign Language”. Cooperation partner on the academic side is the University of Bayreuth .

 

1993

Opening of the Co-ordination and Information Center (COORD) in Beijing; main task is the

promotion of an education policy and socio-political dialogue

 

 

Education Transfer to Western China

 

Since 1997

Education transfer to less developed regions in Western China

 

1998

Establishment of a Vocational Teacher Training Center in Qingzhou, Shandong province that

offers vocational teacher and trainer training; in 2001 the center is recognized as a national

key school by the Ministry of Education of the People's Republic of China

 

1999

Establishment of relations with the School of the Central Committee of the Communist Party

of China in Beijing

 

2000

Establishment of relations with the All China Women's Federation in Beijing

 

 

Regional Project China: Success through Networking Competencies

 

2002

Establishment of the Regional Project China

 

Within the scope of the Regional Project, cooperation agreements are signed with the

Education Commissions of the provinces Gansu, Yunnan and Guizhou and the

Autonomous Region Ningxia

 

First cooperation agreement is signed with the School of the Central Committee of the

Communist Party of China

 

Commencement of the cooperation with the Land Consolidation and Rehabilitation Center of

the Ministry of Land and Resources

 

Establishment of an inland scholarship program in collaboration with the Chinese

People's Association for Friendship with Foreign Countries

 

Establishment of the German-Chinese University of Cooperative Education in Shiyan in

collaboration with the Education Commission of Hubei province, the University of

Collaborative Education Stuttgart and the Hanns Seidel Foundation

 

2003

First cooperation agreement with the All China Women's Federation is signed; the general

objective is the promotion of women in rural areas in Western China

 

2004

Establishment of the Chinese-German University of Applied Sciences in Shanghai in

collaboration with the Ministry of Education of the People's Republic of China, the Education

Commission Shanghai, the Bavarian State Ministry for Science, Research and Arts and the

Hanns Seidel Foundation

 

Establishment of a national Education and Research Center for Land Consolidation and

Rural Development in Qingzhou in collaboration with the Ministry of Land and Resources

and the Hanns Seidel Foundation; the project's main objective is the promotion of rural areas

 

2005

Establishment of the Association of Former Alumni of the Hanns Seidel Foundation in China

 

The Hanns Seidel Foundation celebrates its 25 anniversary of its cooperation with China in Beijing
