The multi dimensional structured Regional Project aims at supporting the manifold transformation processes within China 's socio-political, educational and structural reforms. For this purpose a network consisting of various project centers and local key schools is in place that combines prevalent competencies and bundles resources. The network serves as the core tool for supporting the reform processes through training, education, counseling and dialogue. It thus became the driving force of the development policy cooperation of Hanns Seidel Foundation in China .
The Regional Project focuses on:
Support of socio-political reform processes leading towards a civil society and the rule of law
Promotion of the education reform through education transfer to Western China
Support to less developed regions and promotion of rural development
Activities concentrate on areas as follows:

The contents of the political-academic dialogue reflect ongoing political discussions and issues, and are selected in close co-ordination with our partners. Topics comprise:

Action field education and education policy
Education as a core element of social development opens up equal opportunities for everyone. Due to longstanding activities, profound regional experiences and a comprehensive portfolio in terms of education, the Hanns Seidel Foundation gives a fresh impetus to education policy and helps to diminish the educational bottleneck in backward rural areas.
At the core of the education policy related activities is the training of multipliers from local education administrations. Multipliers are actors of change and give fresh impetus to the education work of their institutions.
Under the prevailing Chinese conditions and based on the education demand in China , vocational training is implemented in the project centers following the German dual vocational education. Characteristic features of the education work of the project centers are the close interrelationship between theory and practice and the very hands on orientation of vocational education.
Besides, the project centers support the Chinese education reforms by means of:
Education policy advise on local levels
Development of new trades and adjustment of old ones plus curricula development
Provision and implementation of innovative educational concepts, e.g. in tertiary vocational education
Education transfer to less developed regions
The education transfer to Western China is one of the core activities of Hanns Seidel Foundation. The project centers serve as a development tool for the promotion of education in less developed regions in China . The whole project's infrastructure, including the rich technical and human resources, the know-how and expertise of the projects is used as a driving force for the development of the education system in Western provinces. The education transfer mainly targets the provinces Gansu, Ningxia, Qinghai, Xinjiang, Yunnan, Guizhou and Tibet .
Example Gansu
The education transfer to Gansu is carried out by the projects of Hanns Seidel Foundation in Qingzhou, Weifang ( Shandong ) and Shiyan ( Hubei ). Vocational schools at different locations had been identified to become key schools within the education transfer. Teachers and trainers of key schools are trained at the project centers in Shandong and in their home region by experts from the Hanns Seidel Foundation projects in Shandong . The insufficient facilities at the key schools require support regarding equipment, teaching aids and the set up of workshops, etc. The upgrade of the facilities is basically done by the schools themselves under guidance and help from the project centers.
Currently, a network consisting of 13 key schools in Gansu has been set up that is used to train teachers not only from Gansu but also from neighboring regions (Xinjiang, Inner Mongolia, Tibet), thus becoming a regional education transfer hub in Western China. Dependent on local education demand the network can be expanded successively. Within the scope of the education transfer human resources of local education administrations and school principals are trained and advised.
The concept “education transfer” is tailor-made for less developed regions and takes local conditions into account. Education transfer builds up local capacities, strengthens educational and vocational skills, thus helping to bridge the education gaps in Western China .
Action field rural development
Activities of the Hanns Seidel Foundation within rural development aim at furthering sustainable development in rural areas, thus improving the living and working conditions of the rural population. Regional disparities will thus be diminished and equal living conditions will be established.
Activities comprise:
Elaboration of strategies and concepts with regard to land consolidation and rural development
Qualification of selected target groups in rural areas through vocational training and retraining
Advise of community based decision makers regarding land consolidation and rural development
