Delegation of the Central Party School (CPS) to Germany

 

On invitation of the Hanns Seidel Foundation, a delegation of the Central Committee of the Communist Party of PR China visited Germany from 21-30 April 2006. Both sides are engaged in an intensive academic and political Dialogue since 1999, covering a broad range of topics, e.g. legal and socio-political issues.

 

This year's CPS delegation to Germany focused on the topic „Transformation and Institutional Change“, a topic of important significance for both China and Germany . A respective symposium was carried out at the Law and Economics Faculty of the University of Bayreuth . Lectures on different aspects of the topic were given by Prof. Dr. Zhuo Yongyan, Prof. Dr. Zhao Huji and Prof. Dr. Liu Yongyan of the Department Law and Politics of the CPS, and by Prof. Dr. Martin Leschke, Prof. Dr. Oliver Lepsius and Prof. Dr. Peter Oberender of the University of Bayreuth . The lecturers analyzed the topic from different perspectives but reached consensus on the special significance of institutions with regard to social change.

 

Mr. Johann Hahlen, Head of the Federal Statistical Bureau and Chief of Federal Elections at the German Bundestag, explained the political party law of the Federal Republic of Germany to the delegation. Besides formal-legal aspects, its implementation in day-to-day politics was of special interest to the Chinese guests. Mr. Dr. Joachim Wuermeling, Undersecretary at the Ministry of Economy and Technology, enlightened the delegation on globalization and resulting economic necessities.

 

Mr. Wolfgang Topf, President of the Chamber of Industry and Commerce Leipzig, introduced the development of business firms in Eastern Germany since the unification of Germany to the delegation. The former Mayor of Leipzig and Chairman of the German-Chinese Center in Leipzig, Dr. Hinrich Lehmann-Grube, delivered a report on „The development strategy of a community in Eastern Germany: The case of Leipzig”. In Bayreuth the President of the Government of Oberfranken, Mr. Hans Angerer, received the Chinese delegation.
